Rawson's arrival in Grenada, 9 February 1875. Rawson states 'the Lieutenant Governor reported that public affairs were progressing quietly, but there was a growing desire for a change in the Constitution, as the general dissatisfaction with the action of the Legislature was on the increase. I could not learn that there was much improvement in the prospect of the Planters, or any hope of legislative measures calculated to benefit the Island, and to inspire confidence in proprietors and capitalists, until a change shall have been effected. Upon this subject I address Your Lordship in a separate Despatch.' [2980/1875, CO 321/6/10] .
