Despatch, return, report, minutes and correspondence, regarding outbreak of small pox on Jamaica. Dr. Bowerbank, physician from Kingston, prompted official enquiry by Central Board of Health into circumstances connected with small pox epidemic; he complains no action taken upon report and urges provision for compulsory inoculation. Sir John Grant (previous Governor) wrote minute regarding report, agreed that a degree of inoculation be carried out. Acting governor now accuses Bowerbank of sensationalism, and misleading public about scale of epidemic.
Further discussion ensues regarding legislative action to improve and protect public health.
