Report of T.B. Bayley, Chairman of the Lancashire Quarter Sessions, on Joseph Pithyan, Hamilton McStepney and John Hall, convicted at the Lancashire Quarter Sessions in Manchester, for a felony, in October 1789. Bayley was directed by the court to seek a free pardon for the prisoners. Bayley also encloses a calendar of prisoners in the Manchester House of Correction, convicted at the last quarter sessions and those committed since (dated 14 October 1790) giving names, who committed them, when received into custody and their offences. Grounds for clemency: their penitence and good behaviour during their imprisonment (all have served 12 months). Initial sentence: Pithyan, 2 years imprisonment and to be once whipped; McStepney and Hall, 2 years imprisonment. Recommendation: all; free pardon.
In regards to the enclosed calendar Bayley writes 'am sure [it] will much surprise you as presenting to your View the Number + Enormity of the Offences committed and the Importance of well conducting the Police of this populous County. I hope you will bear in mind the Subject I recommended to your attention last year respecting the Extension of the Power of the Penitentiary Act to Felons convicted at the Qr Sessions of Petit Larceny; does not this Calendar point out the propriety of this measure?'
