Description

Report of John Henniker junior on 2 collective petitions (15 people; and 39 people, including churchwardens, overseers of the poor and others of Waltham Holy Cross in Essex) and 1 individual petition (James Howard, previous employer, from Walthamstow in Essex) on behalf of Carolina Briggs, convicted at the 'last' Epiphany Essex/Chelmsford Quarter Sessions, on (or around) 13 February 1790, for stealing clothes, value 21/-, property of John Lane of Sewardstone, her employer, on 3 January 'last'. There is also a letter from John Dawes enclosing the petitions. The letter from the Home Office had been sent to Chelmsford and so took some time to reach Mr Henniker. Grounds for clemency: youth (17 years), previous good character, if the petitioners had given character references in court the sentence would have been likely to be less severe, she is not a hardened criminal, is penitent, and for the grief and distress of her parents and 12 siblings. Initial sentence: 7 years transportation. Recommendation: mercy, 'upon such condition of other punishment in this Kingdom as his Majesty may seem proper'.
