Order of the Kings' Bench issued on receiving the report of Duncan Campbell, Superintendent of the convicts on board the Censor and Justitia hulks on the River Thames concerning Edward Matthews, convicted at the Staffordshire Assizes[?] on 30 June 1780. Grounds for clemency: has served 4 years in confinement and has behaved very orderly. Initial sentence: a capital respite, sentenced to 5 years of hard labour on the Thames hulks. Recommendation: mercy, the prisoner to be given decent clothing at the time of his discharge.
