Report of William Henry Ashhurst, on 3 individual petitions (prisoner, John Sawbridge of West Lewes[?] and Mathew Bloxham) on behalf of John Carter, convicted at the Kent Assizes[?] in 1786. There is some reference to his case being overlooked. Grounds for clemency: already served 3 years, is in a very poor state of health having gaol distemper and has almost lost his eyesight. Initial sentence: death, commuted to transportation. Recommendation: free pardon.
