2. David Morgan, convicted at the Great Sessions for Radnorshire at Presteign for horse stealing.
Initial sentences: both, death. Grounds for clemency: both, circumstances of each case lead him to think that 'public justice will not require the lives of these persons'. Recommendation: both, transportation for life.
