Report of John Heath on 1 individual petition (prisoner) on behalf of John Bell, convicted at the Northumberland Assizes in July 1782, for horse stealing. Grounds for clemency: youth (only 19 at the time), has spent 21/2 years in prison, first offence, regrets the crime and is contrite, partially blind and infirm, his name would have been included in the last official letter (memorandum) but the results of the investigation directed by the judge came back too late. Initial sentence: death, commuted to 7 years transportation to Africa. Recommendation: remission of the remainder of his sentence.
