The Local Taxation Returns Act 1860 required returns of local rates and taxes to be made to the Home Secretary, who was to lay abstracts of the returns before Parliament. A separate branch, attached after 1868 to the Chief Clerk's Department, existed to deal with these returns. The work was initially performed by law stationers' clerks employed on a temporary basis, but in 1866 two permanent clerks were appointed. In 1871 these duties were transferred to the Local Government Board.
