To Villars from Ormonde: it is up to Villars to effect the cease-fire. He should send Colonel Lloyd to Dunkirk immediately. Ormonde will declare the cease-fire as soon as he hears that the governor of Dunkirk has announced that he will surrender. Lord Strafford has arrived.
