A minister of state of the king of Spain to the duke of Orléans: French troops in Spain are neither clothed nor paid, which is leading ill-wishers to speak of France's weakness. The ambassador has told the council that the king of France intends to besiege Lille in April with 150,000 troops, and for this reason will withdraw forces from the Dauphiné, Alsace and Roussillon. This risks losing Spain. The pope [Clement XI] will think himself abandoned if troops are taken from the Dauphiné, make terms with the emperor [Joseph I], and recognize Charles III in Spain.
