Count Sinzendorff to Marlborough: the passage of Villars across the Rhine could have been prevented by a competent general. It was first intended to put Prince Eugene in command, then General Starhemberg, and then Marshal Heister, who has still not departed. Finally Starhemberg proposed the elector of Hanover. The emperor [Joseph I] charged the elector of Mainz with informing the elector of Hanover, and the empire was prepared for approving the resolution. It now needs the assent of the queen and the states general. Troops from the Westphalian circle, Münster, the Palatinate and 5,000 from King Augustus [of Saxony] could be deployed, if the queen and the states general agree, to form an army approaching 60,000.
