Adam Cardonnel [to the under secretary of state]: thanks him for news of Newfoundland and Barbados. The Germans and Spaniards are in a ferment over the equivalent for Luxembourg. The envoy from Trier threatens that if the allies consent to these changes, his master will turn to the French. When this is settled the question of Strasbourg will remain. Dated at Loo. PS. that young Mr. Plowman continues his journey to Italy with despatches. ff. 262, 262
