[Richard] Hill [to the under secretary of state]: he has arrested an Irishman come from France without a passport and committed him to the citadel at Ghent. He intends to make the road to and from France as uneasy as possible. He can get nothing out of Lluellin and will send him to England. He is representing Alderman Bell, whose goods were seized at the instance of a Frenchman. Enclosure for Mr. Godolphin from Madrid. Dated at Bruges. ff. 189, 190
