In December 1989 the Secretary of State for Transport issued a discussion document, Traffic in London, which outlined two main initiatives: major changes to the management of on-street parking, and the establishment of a Priority (Red) Route Network with a new system of parking controls.

The legislation to implement these initiatives formed Part II of the Road Traffic Act 1991. This act also provided for the appointment of a Traffic Director for London. The Traffic Director for London is an executive non-department public body of the Department of Transport. The organisation was founded in effect with the appointment of the first Director on 9 November 1991. The Director is appointed by the Secretary of State for Transport. He is assisted by five Assistant Directors, one for finance and administration and one covering each of the four sectors of London (North East, North West, South East, South West.

The main duties of the Director are: to co-ordinate the preparation, introduction, maintenance and operation of the measures to establish the Priority Routes and Priority Network; to supervise the preparations and implementation of local authority Local Plans on Local Roads; to prepare, on the direction of the Secretary of State, and to implement Trunk Road Local Plans; and to assess applications from local authorities to exercise certain of their powers in respect of Priority Routes and roads designated under the Local Government Act 1985.

The Director also issues network plans showing the design and operation of the Priority Route Network and explaining the framework for the development of local plans.
