Description

Hong Kong: 'Papers relating to the flogging of prisoners in Hong Kong.' Reports by John Pope Hennessy, Governor, of his personal inspections and recommendations; includes statistics and tables listing individual names of prisoners, sentences, and offences, and investigation into case of Leong a Loi alias Mok a Kwai, a prisoner who died following flogging.
