Despatch from Roundell Palmer, Attorney, and R P Collier, Secretary General, to Edward Cardwell, Secretary of State for the Colonies, stating that the Governor cannot be prosecuted for proclaiming martial law when it is not necessary. This matter was prompted by the Morant Bay rebellion. (1 page)
