This series contains files reflecting the responsibilities of the Establishment Divisions for the internal administration of the Ministries of Town and Country Planning, Local Government Planning, and Housing and Local Government. These include files on the rearrangement of the functions of the Ministries of Health, and Town and Country Planning; files relating to the organization and complement of the Ministry of Housing and Local Government; and the organization and complement of the Welsh Offices of the Ministries of Local Government and Planning, and Housing and Local Government, and of the Central Land Board. Files dealing with Wales were transferred to the Welsh Office c 1965; those not incorporated into its record series have been placed in this series. The series includes the personal file of Evelyn Sharp, permanent secretary.
The EST series was created in 1943 on the inception of the Ministry of Town and Country Planning. In January 1951, with the addition of Local Government and public health divisions from the Ministry of Health, the Ministry was re-named the Ministry of Local Government and Planning and, in November 1951, with a new Conservative Government, the Ministry of Housing and Local Government.
In 1970 the Department of the Environment was formed from the Ministries of Housing and Local Government, Public Building and Works, and Transport. The EST series was abolished in 1972.
The files in this series reflect the responsibilities of the Establishment Divisions for internal administration of the departments, as well as, for example, files on the rearrangement of functions of the Ministries of Health, and Town and Country Planning; organisation and charts of the Ministry of Housing and Local Government at its inception; organisation and complement of the Welsh Offices the Ministries of Local Government and Planning, and Housing and Local Government, and of the Central Land Board (which in 1951 passed under the direction of the Ministry of Housing and Local Government). The series also includes the personal file of Evelyn Sharp, permanent secretary 1955-1966.
