The Committee was set up by the Minister of Town and Country Planning and the Secretary of State for Scotland under the chairmanship of Lord Reith "to consider the general questions of the establishment, development, organisation and administration that will arise in the promotion of New Towns in furtherance of a policy of planned decentralisation from congested urban areas; and in accordance therewith to suggest guiding principles on which such Towns should be established and developed as self-contained and balanced communities for work and living".
The interim, second interim and final report of the Committee were published in 1946 as Command Papers 6759, 6794 and 6876, respectively.
