The Public Health Act 1875 enacted that any industrial furnace which did not consume its own smoke as far as practicable and any chimney (not being the chimney of a private dwelling house) emitting black smoke in such quantities as to be a nuisance should be deemed a nuisance liable to be dealt with summarily. The Public Health (Smoke Abatement) Act 1926 and the Public Health Act 1936 extended and amended the Act of 1875.
The Acts were administered by local authorities (County Councils and Sanitary Authorities) and (in London) by Metropolitan Boroughs and the Council of the City of London.
