This Commission was appointed by Royal Warrant in 1923 to enquire as to the existing law and procedure relating to the extensions of County Boroughs and the creation of new County Boroughs in England and Wales, and the effect of such extensions or creations on the administration of the Councils of Counties and of Non-County Boroughs, Urban Districts and Rural Districts: to investigate the relations between these several Local Authorities: and generally to make recommendations as to their constitution, areas and functions. The first report of the Commission was printed in 1925 (as Cmd. 2506), and the recommendations made therein were used as a basis for the Local Government (County Boroughs and Adjustment) Act, 1926.

The second report of the Commission was published in 1928 (as Cmd. 3213) and dealt with the relations between the Councils of Counties, County Boroughs, Non-County Boroughs, Urban Districts, Rural Districts and Parishes, and Parish Meetings; and generally made recommendations as to their constitution, areas and functions. Recommendations in the report formed the basis of the provisions of the Local Government Act, 1929.
