All the filming done has been on a selective basis, ie only material considered to be of historical importance has been filmed. The files from which material to be filmed has been selected are mainly those from the period 1921 and after. This is because files of the Embassy for the earlier period had already been returned to the Federal Republic before this program was undertaken.

It became possible for the American Historical Association, by means of a generous grant from the Old Dominion Foundation, through its Committee for the Study of War Documents to carry out a considerable amount of further filming in the files of the former German Foreign Ministry while these files were still at Whaddon Hall in Buckinghamshire, England, before their return to the Foreign Ministry of the Federal German Republic at Bonn.

This filming was in addition to that carried out in these archives by the joint project of the three Governments of the United States, the United Kingdom and France and to that carried out previously by the Committee for the Study of War Documents or its predecessor, and to the filming done for various universities and private individuals.

The filming program was carried out for the American Historical Association under the direction of Professor Howard M. Ehrmann of the University of Michigan and was supervised at Whaddon Hall by Dr. James S. Beddie.
