This statutory committee was formed in 1955, as set out in Paragraph 24 of the Potato Marketing Scheme 1955 (SI 1955/690):
24.-(1) the Board shall constitute an Advisory Committee (to be known as "the Joint Consultative Committee") consisting of not more than eighteen members of whom -
(a) not more than six members shall be appointed by the Board, of whom not more than five shall be appointed from amongst the members of the Board;
(b) not more than four members (of whom three shall be representative of retailers) shall be appointed by the Retailers' Committee hereinafter referred to;
(c) the remaining members shall comprise not more than two representatives of each of the distributive interests hereinafter mentioned who shall, on behalf of each such interest, be appointed by such organisation as the Board think best qualified to express the views of that interest.
(2) The distributive interests referred to in the last preceding sub-paragraph are:- Town merchants of ware potatoes in England and Wales; Country merchants of ware potatoes in England and Wales; Merchants of seed potatoes in England and Wales; Scottish potato merchants.
(3) The Board shall consult the Joint Consultative Committee as often as the Board think fit and in any case not less than four times a year and before making any major change of policy in the marketing of potatoes.
(4) The Joint Consultative Committee may, subject to the approval of the Board, appoint sub-committees (whether or not from amongst their own members) for the purpose of considering and advising on such specific matters as the Joint Consultative Committee may direct.
(5) The Chairman of the Joint Consultative Committee shall be elected by the Committee from amongst the members of the Board appointed pursuant to sub-paragraph (1)(a) of this paragraph.
From 1990, by amendment of the Scheme (SI 1990/1626), the JCC had an altered constitution, an independent chairman, and a duty to "consider those matters which may be referred to it by the Board or the Minister and [to] make recommendations to the Board or Minister, as the case may be, on the matters so referred".
