These files deal primarily with the national changeover to the metric system of weights and measures including liaison with the Metrication Board and the Advisory Committee on Legal Units of Measurement. There are also files on the Cabinet Ministerial Committee on Metrication, which was established in 1969, supported by a Cabinet Official Committee on Metrication, to co-ordinate the work of government departments on metrication. Other files relate to the amending or drafting of legislation. A small number of earlier files have been re-registered from the STD prefix series.

The SM prefix was used by the Standards (S) Division of the Ministry of Technology (Mintech), in particular by Branch 2 (S2) of S Division, which was also referred to as the Metrication Branch
The pieces in this series have been arranged in order of former reference. Some pieces have the same former reference because they originally constituted one file, but had to be separated for conservation reasons.
