The Nature Conservancy Council (NCC) provided advice to government on nature and conservation issues and the establishment, maintenance and management of nature reserves. In the early 1970s the NCC's Chief Scientist began the compilation of a Nature Conservation Review which was completed in 1977. The Central Planning Unit was set up in 1973 to co-ordinate the administrative and financial implications of the review. Particular emphasis was placed on policy on selection of national nature reserves, the protection and future role of sites of special scientific interest and relationships between the NCC, voluntary bodies and landowners. The Central Planning Unit was merged with the Policy and Operations Division in 1980.
