Administrative / biographical background

On its formation in 1970, the Department of Trade and Industry (DTI) took over various Common Services Divisions of the Board of Trade. The Establishment Division with its Medical Branch was expanded to include three Divisions:

Establishment (Personnel) Division, incorporating the Medical Branch, and dealing with recruitment, promotion and related staff matters;Establishment (Organisation), responsible for management services, complementing, staff inspection, office services and other organisational subjects; andEstablishment (Reorganisation), which handled problems connected with the merger of the Board of Trade and the Ministry of Technology.

The latter Division was eventually abolished, while two additional Establishment Divisions were raised by 1973:

Establishment (Senior Staff Management), covering public appointments and establishment questions affecting senior DTI staff; andEstablishment (Conditions of Service and Manpower), which may have inherited its functions in these areas from Establishment (Personnel).

Establishment (Senior Staff Management) included a Public Appointments and Honours Branch which dealt with the terms and conditions of appointments to the boards of nationalised industries and other public bodies. The Establishment Divisions also inherited responsibility for the library and official translator service from the Board of Trade.

A Finance and Economic Appraisal Division was also created, formed through the merger of the Finance Division of the Board of Trade and the Finance and Economic Appraisal Division of the Ministry of Technology. This Division included a new Accounts Branch, and continued to incorporate the Ministry of Technology's Programmes Analysis Unit. It also continued to discharge residual duties of the Enemy Property Branch of the Board of Trade. At the same time the Accountants Division of the Board of Trade was renamed as the Accountancy Services Division, while the Board's Information Division with its responsibility for the Board of Trade Journal, and the Solicitor's Department, were also transferred to DTI. A Central Secretariat was created to advise on the co-ordination and dissemination of DTI policies and activities.

The DTI also took over the Information Division of the Board of Trade, and the External and Information Division of the Ministry of Technology, and created a new Information Division which formed part of the DTI's Central Secretariat. Information Division was divided into two branches: News Branch and Planning and Production Branch. The News Branch had three sections: the Press Office, Periodicals Section and Policy Briefing Section.
