Description

Folios 45-46. [Delafaye] to [Newcastle]. The French mail of the 11th. instant which came in this morning, having brought a remarkable letter in cypher from Mr. Keene, I thought it of consequence enough to send your Grace the inclosed decyphering of it. Lord Harrington and Mr. Poyntz write that they had communicated the address of the Commons about Dunkirk to the Cardinal and the Garde des Seaux, who both promised everything should be done as desired, and the Cardinal assured them that they had already begun to demolish what he called un Quay, which the plenipotentiaries suppose to be one of the jetties complained of in Colonel Armstrong's and M. Cronstrom's joint report. The paper which Mr.Poyntz communicated and about which Count Broglie wrote to your Grace last Thursday sev'night, is not it seems the declaration about Berg and Juliers, but the secret article which is different from that which Count Broglie sent. How that should happen, and any other draft of a secret article could be sent but what was settled at the conference here and given by your Grace to be copied is what I cannot comprehend. The French are satisfied with the methods proposed by the Lords of the Admiralty for avoiding disputes upon the joining of our squadrons; they desire to know as soon as may be the rank of the Sea Officer that is to command ours. The plenipotentiaries had a conference with the French Ministers the 10th and were to have another the 12th with them and the Spanish and Dutch and then would send a messenger. The Dutch ministers had not yet received instructions for conforming to the declaration contained in our instructions. The Cardinal and Garde des Seaux earnestly recommend his Majesty's making up the differences with the King of Prussia. Colonel Armstrong arrived last Tuesday at Calais and set out the next day for Paris. Colonial Lascelles sailed from Dover last Firday. Draft.
