Folios 35-36. Sir John Eyles from South Sea House to Delafaye. In regard to the Marquis Monteleon's request that the Company would pay his assignments, it is found that any application of this nature to the Court of Directors in the present juncture would not be like to meet with success, for, though it may be at first sight supposed that the Company ought to begin to pay these assignments, since the Treaty of Seville has provided that the Company shall enjoy the Assiento commerce upon the foot of former treaties, yet the injurious cedulas .... striking at the foundation of the trade remain still in force, particularly in regard to the place of sale of the goods by the annual ship, and the residence of the Company's factors at Panama.... The company cannot yet esteem themselves so sufficiently re-established as to pay these assignments or indeed heartily to go on with their trade, till his Catholic Majesty shall have explained himself thereupon. The best way the Marquis can take for his own service in this affair is to use his credit and good offices with the Ministers in Spain for removing these difficulties.
