Folios 134-139. Documents concerning the complaint of Nathan Carrington, one of his Majesty's messengers in ordinary, of being stopped and searched by George B. Ellis, a Customhouse officer at Dartford on Dec. 18, they are:- Nathan Carrington's complaint, dated Dec. 20 Letter from Carkesse to Delafaye, dated at the Customhouse, London, Dec. 31, acknowledging the receipt of the said complaint and stating that his is ordered to say that if orders had been given to messengers to permit their mails to be searched at Dover as proposed in his letter of June 14 last, directions would have been sent to the officers at Dover to seal the mail in the manner therein proposed, and also to the officers between this and Dover not to delay the messengers etc. The commissioners have ordered the officers at Dartford to answer Mr. Carrington's complaint. Encloses a letter from Henry Woodin, the surveyor of Dartford, dated Dec. 20, containing an account of what passed between him and Mr. Carrington and with the particulars of the goods seized out of his baggage.
