Folios 106-107. [Newcastle] to Townshend. Two meetings of the cabinet have been held to consider the dispute that has happened between a British man of war and a Portuguese merchantman in the river at Lisbon and the embargo laid upon the man of war. This incident may, if great care is not taken, lead to a breach between England and Portugal and their lordships are of opinion that in consideration of the importance of our trade with Portugal, our situation with Spain, and the possible increase of discontents that have of late been so industriously raised and formented in the city, if the King of Portugal will immediately take of the embargo, satisfaction should be given to Portugal and compensation paid for the damages done to the merchantman and the Portuguese envoy advised to that effect.
