Folios 73-80. [Newcastle] from Kensington to Townshend. Enclosing such letters and papers as were not proper to be sent by post. Among the letters and papers concerning an unfortunate accident that happended at Lisbon by a Portuguese merchant ship running on board one of his Majesty's ships commanded by Captain Norris. Mons. Galvar's account of this affair differs from that sent by Lord Tyrawley and Capt. Norris and he complains not only of this but with a great deal of warmth generally against the Admiralty and the behaviour of the captains of his Majesty's ships. Upon laying the matter before the Admiralty their lordships considering of the importance of the trade with Portugal, especially at this time when our commerce elsewhere lies under difficulties, wish some expedient might be found to end this dispute in a friendly manner. Letters containing complaints against the French in the West Indies also enclosed. Two fould drafts, one endorsed 'altered'.
