To avoid creating a precedent, the one to the Queen will not be published. Gives an account of the conference with M.Chavigny. Expresses his desire to retain the balance of power in Europe and hopes to bring about peace between the Emperor and France. Gives an account of the military situation in Italy and on the Rhine
