Documents concerning the farm of the new excise on wines (ff. 189-193): [? Draft of] parliamentary order concerning a petition from Sir John Smyth of Grottell. The estates of parliament have received and read the petition, and remitted it to a select committee to be considered. The committee is also to decide how payment should be made, an earlier committee having agreed that £46,833. 8s. 4d. is owing to Smyth. Marginal note, [partly in different hand, all crossed through, stating that] this amount should be declared a public debt, on which interest should be paid annually from Whit Sunday 1649, in addition to any other sums to be allowed to Smyth for receiving and remitting in 1640 and the following year £400,000 sterling from London to Newcastle. [End of marginal note]. The first committee also gave its opinion that the debt should be paid from the excise on wines imposed by act of parliament on 7 March 1649 [cf. f.189]. Parliament now agrees that this should be done, the sum collected to be divided equally between Smyth and Sir James Stewart [no specified sum owing to him] towards the settlement of their claims so far as it will extend. [Much of the last part of the document, including a quotation from the act in question, has been inserted, mainly in a different hand, and crossed through]. [Endorsed]: 1.
