Description

Paper book. Instructions from Queen to Edward, 11th Lord Zouche, Lord President of the Council in the Marches of Wales and all members. Clauses extracted here are numbered 41-58 [56 missing in MS]. Marginal note summarising each clause (two different hands, neither that used in text). Most important clauses: 41. Clerk of the fines to be nominated by the Lord President. Annual fee £10, to be paid out of fines. 42. Duplicate indented to be made of all bonds. 43. Power to the Lord President, Vice-president and in their absence the Chief Justice of Chester [this succession occurs in most clauses] to 'qualify' fines and to compound for forfeitures and penalties. 45. Fines to be entered into a separate register book. 47. The Lord President, etc. to take regular surveys of the accounts of the clerk of the fines, who must also account annually to the crown auditor of Shropshire. 48. Transcript of annual account to be sent to the Lord Treasurer in Hilary term. 49. Warrant for fees to be paid to councillors. Several names given with offices and fees payable. Learned counsel attending to receive 6s. 8d. a day, and 6s. 8d. for travel. Permitted use of surplus fines: several categories, including repair of castles and houses used for the Queen's service. 50. Unpaid fines to be collected by distraint or imprisonment. 51. A serjeant at arms to be appointed and to have allowance for diet for himself and one servant. 52. A full-time preacher to be appointed - a 'learned minister ... a graduate in divinity or a Master of Arts' without a benefice. Annual fee of £50 with diet for himself and one servant. 53. Description of the duties and fee of the porter. 54. Arrangements for the armoury at Ludlow. 55. Two 'pursuivants' [messengers] appointed. £4 annual fee apiece. 57. £20 weekly allowed for the diet of the Council, with £66. 13s. 4d. annually for 'foreign expenses'. 58. Details of how sums in no.57 may be spent. The steward of the Queen's household in the Marches to receive money and account for it. Copy.
