Office of Woods, Forests, and Land Revenues. Organisation and training of the higher staff: appointment of E.J. Cheney as joint secretary and [W.D.] Ainger as assistant secretary.
[R.E. Prothero, president of the Board of Agriculture and Fisheries, as ex officio commissioner of Woods attempted to raise the quality of the department's staff by appointing a technical expert from the Board. This caused much dismay among the higher staff, who protested at this block to promotion by seniority within the department, and a disagreement between Prothero and his fellow commissioner, [G.G.] Leveson-Gower. This complicated and delicate matter was solved by the intervention, albeit unwilling, of the Treasury. ('It is not clear to me why the Treasury should in effect be asked to arbitrate on a difference of opinion between the two Commissioners of Woods')].
