Local Government Board. Grant of old age pensions to lunatics and other persons incapable of making claims: opinion of the Law Officers of the Crown. (Case of Miss M.A. Joy, deaf, dumb, and blind).
[The Law Officers upheld the previous interpretation of the department that 'a person is not entitled to an old age pension unless he possesses at least sufficient intellectual capacity to understand that he is making a claim to a pension or to authorise a claim on his behalf'].
