Charles Stuart Aubrey Abbott, 3rd baron Tenterden was born on 26th December 1834, the son of the Hon. Charles Abbott. He was educated at Eton and entered the Foreign Office in 1854. In 1866 he was appointed precis writer to Lord Stanley at the Foreign Office, and in 1871 went to Washington as secretary to the joint High Commissioner there. From 1871-1873 he was assistant under secretary of state for foreign affairs.

In 1873 he became permanent under secretary of state for Foreign Affairs, holding this post until his death on 22nd September 1882. In 1878 he had a brief spell as a royal commissioner at the Paris Exhibition.
