With copies annexed of (1) 1 Jan: representation of Treasury to the King regarding duties to be levied in the West Indies (2) 4 Feb: Council of Plantation Affairs' order to the Attorney and Solicitor General to prepare draft legislation (3) 15 May: Attorney and Solicitor General's opinion (4) 21 May: submission to the Crown of draft legislation (5) 23 May: Order in Council approving drafts
