Folio 234: (a) Stormont to Weymouth. It is almost certain that La Motte-Piquet will sail immediately with 5 or 7 ships-on-the-line and will collect into his convoy 18 or 20 vessels from French ports, bound for North America with arms, munitions and merchandise. Some will carry American and French captains and carry either French or American colours. This forces Britain to deliver the first blow or seem to allow the supplying of arms to the rebels. (b) He has heard on doubtful authority that La Motte-Piquet has gone on a cruise and not to convoy ships.
