Folio 218: Stormont to Weymouth. The troops remain in Brittany and great preparations continue in all ports of France. The Charming Peggy is to sail with munitions to America. Two large boats laden with gunpowder for the rebels left Paris for Havre de Grâce. Reports of troops going to Brest and Toulon. He believes the immediate intention may be to intimidate Britain but surprise attacks with Spain on Gibraltar or on the British West Indies cannot be ruled out.
