Folio 204: Stormont to Weymouth. A well-informed source gives the real reason for the assembly of forces at Brest as either to send them to North America or for a sudden attack on the British West Indian Islands, if Congress accepts the conditions proposed by France. The behaviour of the French ministers suggests some `some treacherous design'.
