Folio 188: Stormont to Weymouth. The French are in a ferment at reports from Noailles, possibly also from Garnier and spies, that Britain's great naval preparations are part of a plan to invade Brittany and destroy shipping and docks at Brest. Large scale reinforcements have been ordered to Brest. Stormont cannot think that the French government really believes this but is sending reinforcements to reassure the people. Those, who want war, stir up war fever so that an incident could spark it off. Stormont believes that nothing offensive is intended at the moment but that France hopes to alarm Britain, thus preventing her from sending reinforcements to America. In postscript: the duc de Chartres and Estaing intend going to Brest.
