Folio 160: Stormont to Weymouth. Naval preparations at Brest and Toulon, in concert with Spain. Spain has declared that she will look after the Mediterranean. By early Spring there will be 30,000 men in Brittany and Picardy besides the sailors on ships already manned. 10,000 registered sailors have been told to hold themselves in readiness. A war cannot long be avoided.
Date and place: 1778 Feb 4 Paris.
