Folio 111: Stormont to [Weymouth]. He has just received intelligence, that all sea officers are to hold themselves in readiness and that 21 more ships-of-the line are to be commissioned as soon as possible. He believes that a decision has just been taken in the Conseil leading directly to war. His reason for this belief is the `joy and exultation' at the queen's ball after the Conseil broke up. Britain must now either meet the war or wait to be attacked. Artois was one who greeted the report `with transports of joy'.
