Folio 107: Stormont to Weymouth. An American, who dislikes France and still has some feeling for England, has information that France and Spain plan a sudden attack on Gibraltar. He suggests making a request for a positive and formal statement, that the French government has not entered into any agreement with the rebels and has sent no proposal to Congress. If it refuses, `it must be considered as nearly equivalent to actual war'.
