Folio 59: Stormont to Weymouth. He has no proof that a treaty with the rebels has been signed but the foundation for one has been laid. France will continue her secret help but would help openly, if it became necessary to maintain the rebels' independence. Meanwhile the government is treating directly with Franklin and Deane, making it difficult to obtain authentic intelligence, though no further proof `of this insidious policy' is needed.
