Folio 256: Stormont to Weymouth. In view of the assurances of Maurepas and Vergennes he believes France will make no open move to help the rebels until the outcome of the campaign in America is known but will continue her secret aid. He believes that many French ships laden with supplies for the rebels will leave in convoy escorted by American privateers and ships specially built for them with French and American captains. The rendezvous is not now to be Bilbao but somewhere off the French coast. A convoy escorted by privateers should be seized `whatever colours they may hoist occasionally'.
