Folio 248: Stormont to Weymouth. Having received reports that the Conseil had resolved to assist the rebels openly and that a treaty was about to be signed with them as an independent state, he repeated the reports to Vergennes, who assured him on his honour that no mention of North America had been made in the Conseil and he had been at both meetings. He attributed the reports to the levity of the French nation and its love of political reasoning. Every young man knew how to run the country and the young military men wanted war, hoping to bring it about by spreading stories and speaking of war as inevitable. He cited some of these stories.
