Folio 139: Memorial from the merchants, traders and ship owners of London to Weymouth. It complains that France permits prizes taken by American privateers to be taken into French ports and sold with their cargoes, without any ruling by a court. If this continues, it will encourage piracy and put insurance premiums beyond their reach.
