Folio 130: Governor Morris to lord George Germain. He reports about a French officer, captain Delaplaine, serving in Carolina with the rebels, who is returning as deputy to Franklin, after an audience with Bouillé. He gives details of rebel privateers cruising among the islands with one American on board each and crews taken from the local inhabitants, mainly French. An immediate war with Britain is generally expected. He gives details of troops in Martinique and Guadeloupe amounting to 8 000 or 10,000 regulars with between 4000 and 5000 militia and reinforcements under the name of recruits arriving from France 500 at a time.
